ENGINEERING RISK ASSESSMENT AND MANAGEMENT OF WATER RESOURCES AND ENVIRONMENTAL PROTECTION

ABSTRACT
Risk assessment and risk management are two parts of a process known as Risk Analysis (RA). Risk Analysis This is a complex, trans-disciplinary scientific domain involving different disciplines and inter-disciplines in order to address safety issues in technical, economic, environmental and social problems. Engineering Risk Analysis (ERA) deals mainly with quantitative evaluation of uncertainties in order to measure safety and reliability in structural or non-structural engineering problems. This presentation reviews recent advances in the use of ERA in water resources and environmental engineering.
The various steps to be undertaken for a comprehensive application of ERA are: (1) identification of hazards (2) risk quantification (3) consequences of risk and (5) risk management. After reviewing different methods for quantifying risks, the Multi-Criterion Decision Analysis (MCDA) under risk is presented. This is a general methodology for evaluating different alternatives and defining “the best” compromise solution. Examples of application from the author's experience illustrate how ERA can be used in practical problems.
